Can anyone help me to get the link to download the LPWA BG600L-M3 Open-CPU or QuecOpen SDK?

There is a corresponding SDK package in the firmware package of the module. If not, you can send me the module version and I will send you the corresponding firmware package. Query using AT+QGMR.

BG600M3 has 3 different baselines corresponding to different firmware packages. Please check the version before I can help you match.

In the meantime will you help me to know, What are these 3 baselines for BG600M3?

Qualcomm baseband chip is different 3 versions, there are certain differences in function.

The R04 version supports voice functions, and the rest of your functions are similar.
