URGENT! EC20F Problem : couldnt find the service centre number

i am trying to connect the ec20f module with my new sim but very few of them are connecting out of 16port only 6 have connected rest are giving “couldnt find service centre number” error. please help its urgent.

How do you connect to the server? Is it through TCP or something else?
