UK Vodafone Number Blocking Issue with QUECTEL M26 Gateways

We are facing an issue with our QUECTEL M26 gateways, of which we have four. Some of the slots are experiencing number blocks when using UK Vodafone numbers. After inserting the SIMs, we receive the following SMS within several hours:

“This number will be suspended for breaching Vodafone T&Cs. To review this decision please contact 07789654405.”

Shortly after receiving this message, the numbers are blocked.

We have not interacted with these numbers in any way, nor have we requested the phone number via USSD code. Despite our lack of interaction, the numbers are being blocked. We also tried changing the IMEI, but this did not resolve the issue.

Does anyone know what could be causing this problem and how we might resolve it?
