RM520N-GL fail to attempt 5G SA network

The newly bought module RM520N-GL does not attempt our OAI 5G SA network at all. From the OAI gNB log and AMF log, the module did not even attempt any RRC connection request to the gNB. Another module (of the same model) with the same SIM can camp on the OAI 5G SA network successfully. Would you please advise how we can troubleshoot the problem? Thanks.

Did the two modules have the same firmware?
Execute AT+CFUN=0, AT+CFUN=1, did you see any RRC connection request?
