RM520N-GL cannot connect to network (network-failure)

The SIM card and the APN settings have been verified in a smartphone, where the data connection works fine.

On the Quectel RM520N-GL the connection fails immediately with a “(6,38): [3gpp] network-failure” reason. What does this error code mean?
