my question is that we are using Quectel mc 25 and what kind of programmer and IDE is required for that or can we do baremetal programming with that ?

I am not a proffessor in MC25. And you can create a new topic and please specify that you use the MC25.
So you already have the Quectel SDK for MC25?

The SDK can run on Windows OS. And you can use the Visual Code or you can just use the Windows command Line.

My question is that what IDE we can use for the Quectel open cpu?

You can run the SDK in the VS code. Quectel will not provide any IDE
