What am I doing wrong here? Where is the modem sending the GPS data to?

I suppose the only serial port you have is your AT command port, you can check this from a terminal. You do not have other ports like NMEA, etc. Running GPS program makes no sense.
You probably need to use AT+QCFG="usbcfg" to enable NMEA and/or other interfaces.
