LC86G speed fluctuation when stationary

Please let know the command to adjust threshold for speed change.
I tried $PAIR070, command
"$PAIR070,425"

but doesn’t seems to be working. Speed still fluctuating between 0 to ~4 kmph when stationary.

The command “$PAIR070,4*25” sets the speed threshold. Under this speed threshold, the longitude and latitude will not be updated. It does not limit the output value of the speed.
