As mentioned in the documentation of the L89 we need a capacitance circuit for vcc and backup. I am using the L89 breaker board, is the similar circuit required for breaker board as well?

I’m sorry that I’m new about breaker board. If the breaker board doesn’t have a capacitance circuit for power, please refer to the documentation for design.
