L76 not working

i have nothing in rx/tx … No NMEA
It is my first try with Quectel …
I follow datasheet but with other gps Unit+Arduino+tinygps++ i get NMEA .
With L76 even Rx and Tx LED not blinking in Arduino .

Any body can help?
How can i check its alive with ATCommand?

  1. What is the supply voltage and working current?
  2. Is the oscilloscope checking whether the GNSS TX has a normal serial port waveform?
  3. Please share your schematic diagram.
