For Android 13 you can use the IRadio 1.5 driver.

For enyone with the same issue. It wasn’t a driver issue but a fcc lock. Levono has the unlock here: GitHub - lenovo/lenovo-wwan-unlock: FCC and DPR unlock for Lenovo PCs
