I would like to deactivate all PDP Context.
But, PDP Context always activate.
Here’s a capture from AT command:

I am so sorry that i haven’t help you solve the problem.
You can use AT+CGACT=0,2 to close the pdp2.
Pdp1 can not be deactivated because the pdp1 this is a must for the module annotation network.
