Theoretically, NBIOT devices select the coverage level based on their RSRP. Some NBIOT devices also use SNR as criteria.

For the ECL of UE, it is usually defined by the modem chip manufacturers. Different models or NB modules from different chip manufacturers will have different UE ECL values. However, the base stations of the carriers will also send the corresponding ECL parameters through system messages.
