Getting a CME 31 Error when trying to do anything related to call forwarding

I am consistently getting a CME 31 Error when trying to do anything related to call forwarding…

Whether it is the following AT commands:

AT+CCFC=0,0
AT+CCFC=0,1
AT+CCFC=0,2
AT+CCFC=0,3
AT+CCFC=0,4

The commands do eventually go through but there needs to be tons of retires in order for it to work… This is an issue because the hardware will be used in conjunction with a web application we’re developing.

CME 31 Error indicates Network timeout, may I ask if this problem still occurs when you try to use SIM cards of different operators?
