Get working lokied EC25-Xxx bought at Ali

There are modems EC25-Xxx bought at Aliexpress or Alibaba for personal use, which are seemed to be locked for Russia.
And the seller either didn’ t know that it is locked or didn’t inform before buying.
As it is only for a personal use, returning of 1 or 2 pieces is quite expensive.

There was an information that if such modems is to downgrade for a firmware, modems can become a bricks

What are ways to get it working ?
