Ok, I found some recent document on the www which says EC21EUXGAR08A04M1G_20.002.20.002
is still the last version. The problem in my case seems to be the SIM card which is an MVNO SIM. I tried another non-MVNO SIM which registers properly to the same 4G network.

I flashed the provided firmware and the mvno SIM card registers now again, it solved the problem

Thank you for sending the firmware. Before flashing it, I noticed a model mismatch.
My module reports EC21, with current firmware EC21EUXGAR08A07M1G_20.200.20.200, and is installed in a Yeastar TG800.
The package you sent is EC25EUXGAR08A19M1G_A0.304.A0.304.zip, and its release notes also identify EC25-EUX-GA.
Could you please confirm whether this exact package is compatible with my EC21-EUX module? If not, please send the correct EC21-EUX firmware, along with the supported upgrade procedure for a module installed in the TG800.

Your EC21 release notes state that registration restrictions for RUS and IR were introduced in R08A07_20.200.20.200, which is exactly the version installed on our modules. They also warn against downgrading to earlier versions.
Is there a supported recovery or downgrade procedure to a pre-A07 version for our EC21-EUX modules? If not, could you provide a compatible firmware that permits normal network registration in Iran? Please also confirm whether the supplied A08_A0.302.A0.302 firmware retains this restriction.
If this firmware version is unable to complete the network registration, it will also be unable to roll back to a lower version.
