EM12-G improperly installed? mechanical ground pad

Purchased a pre-assembled router (zbt wg1608) with quectel EM12-G installed. I inspected the work and noticed the screw that holds down the module isn’t to spec as stated in the EM12-G’s manual.
The screw has a plastic ferrule inbetween the head of the screw and the copper “mechanical ground pad” on the module.
I uploaded a picture of the modem + excerpt from the manual:

The EM12-G module meets the specifications, but the size design of your base plate does not match the module. It is recommended that you improve the base plate to make the module and base plate fit together perfectly.

When you say make module and “Base plate” fit together, do you mean the height between the module and the board?
I drew diagram, is the height of the area marked in red what you mean by making it fit?

EDIT:
Or do you mean making the screw head line up better with the exposed copper of the mechanical ground pad? Circled in red here.
