EG25G DFOTA from UFS does not work

The following sequence

@microcom
AT+QFUPL=“packet.zip”,26493514,60
CONNECT
@shell
cat packet.zip > /dev/ttyUSB2

@microcom
AT+QFOTADL="/data/ufs/packet.zip"
This returns immediate OK, but the update never starts.
The file is checked +QFLST: “packet.zip”,26493514
The same package works OTA, but not locally.

It seems that update from local file does not work at all until version 07A08.
