EC25: Prio of APN settings

I noticed, that my EC25-EU even connects to the mobile service provider when using a wrong APN in the PDP. Or, in case no APN provided at all.
Can the mobile service provider “tell” the modem, which APN to use ? Has this higher prio than the user settings of modem (i.e. PDP) ?
If yes, is there a possibility to “force” the EC25 to use specified APN, not the APN from mobile provider ?

Some operators have the APN error correction function. At this time, the APN configuration error or no configuration can be connected to the Internet.
