EC25-J Mini PCIe can't process dial test via quectel software


I am using EC25-J Mini PCIe for dial test in Japan, the KDDI can only be registered successfully, but cannot be dialed successfully, and DoCoMo can not even perform registration process, how can I use the dial software to test, Why does this happen
