Your modem is most likely MCC locked due to sanctions. You typed at+qeng=“servingcell” with wrong quotes, try to type this command manually and chances are high you will find out it reports ‘LIMSRV’ state, which is an MCC lock sign. There’s no (easy/known) way around it.
What firmware does your device run (ati, at+cversion)?

Sorry for this .Perhaps you can contact the merchant who sold you this module and go through the after-sales service. They may be able to flash the factory version firmware onto your module and thus solve this problem.

There is no way. Due to the US product control law, Quectel modules restrict Internet access in specific regions (Iran and Russia).
