EC25-E and PDP activate results error. What is wrong?

There is EC25EFAR06A10M4G_01.001.01.001 plugged via mPCI2USB adapter to Ubuntu 22.04 x64 LTS.
There is one ttyUSBxx regarding the device on the system.
There is access by minicom at the ttyUSBxx.
Then I try to set up PDP.
Firstly there is only 1 PDP.
I simply change it: by
AT+CGDCONT=1,"IPV4V6","my.apn","0.0.0.0.0.0.0.0.0.0.0.0.0.0.0.0",0,0,0,1
It is Ok and I can see it by
AT+CGDCONT?
Then I try to activate it by
AT+CGACT=1,1
and get ERROR.

What is wrong ?

2 is UTRAN, is this what you expected or should it be LTE (E-UTRAN) instead?

Do it mean that the device not registered but found carrier in WCDMA ?

Your dial attempt looks confusing, I thought you need a data connection.
