EC20 get abnormal when CEREG response

Good morning, may I have a question?
In our arm based computer, it used EC20 as 4g module. Most of time, it could connect and use 4g correctly. But there is 1/4 possibility that it couldn’t connect and register to 4g. We connected to China Telecom’s APN ctlte. Our system is Ubuntu 18, and use Modem Manager to connect and register 4g. Every time the connection failed, it has the following abnormals.

Dec 14 15:32:20 ubuntu ModemManager[4531]: Parse error in step 3: SIM reference data not found.
Dec 14 15:32:22 ubuntu ModemManager[4531]: Initial 3GPP registration check failed: Unknown registration status response: ‘+CEREG: 2,1,“4032”,“3F3FC34”,64’

Why it reports SIM reference data not found. And what does CEREG response 64 mean? for Act I only find 1 to 9? Could you provide some suggestion? Thank you very much.

64 means HSDPA, the problem is caused by when provider falls from 4g down to 3g UTMS/HSPA, E20 does not support.
