Downlink Synchronization failure on BC66-TE-B

I am working on an R&D setup using a BC66-TE-B (NB-IoT) module connected to a Band 5 RRH via a wired connection. While our spectrum analyzer confirm a valid constellation and signal presence of NPSS and NSSS, the UE module is unable to detect the network.4G SIM card is used and IMSI value is detected by the module.
Setup Details:
Center Frequency: 890.5 MHz.
Transmission power for Downlink signal is 20 dBm.

Alternate +CEREG: 2 and +CEREG: 0 prints are observed in QCOM.
Please provide guidance on why the module is failing to latch onto a confirmed Band 5 anchor carrier.Does the BC66 require a dedicated IoT-specific SIM, or is a standard LTE SIM compatible.
