Does Quectel lock EMEA LTE-modems and didn't work in RU region?

Hello. Two sellers in China said that Quectel locks EMEA-modems (such as EC21/25-E/EU/EUX/EC) so them not work in Russia. Both suggest to use other vendor.

Is it true? Is here any restrictions for EC21/25 EMEA versions?

How can I know is the the EMEA module not for RU region before purchasing?

For example, as i understand you right, EC21- EFA may be worked on EMEA except RU locked by firmware. Am I right!?
