Date and time from operator

For the EG915NEUAGR03A10M16_01.001.01.001. I am Trying to receive date and time by the command: AT+CCLK?
But it seems like that this is not possible without SIM card and registered network?
But there are several operators available in order to receive date and time from.
Is my observation normal or is this a firmware issue?

Can pass AT+CCLK? Or AT+QLTS to obtain the time sent by the time service server. However, both of these methods require a normal registration network.
