Cannot initiate voice call on EM06E

I have a EM06ELA-512-SGAS with Firmware: EM06ELAR04A02M4G on Debain 12.
I am using a German O2 SIM-Card.

I cannot get voice calls to work. It always replys “NO CARRIER” when dialing.
I first tried MMCLI, as that didn’t work i reverted to the AT Commands.
Everything seems to be OK, till I try to dial. Then i get the no carrier.

What am I doing wrong?

It seems like, I am missing a MBN for O2 Germany.
