I have manage to get PSM work and get a PSM POWER DOWN URC by changing the psm_version by using AT+QPSMCFG.
I changed the value to 2(Rel 12 PSM without context retention) which PSM works fine now, before the value is 4(Rel 12 PSM with context retention).
I confused why this content retention setting will effect the PSM, so are there any 3GPP reference or documents explains this content retention behavior?
By the way, do you still need the logs?

This psm_version desgined by Qualcomm not 3gpp, normally this should not effect PSM. But if possible, could you please send a log with cannot enter PSM, and we can check if caused by network denied because we retented context.

So I switch my psm_version value back to 4 and then test the results, but PSM somehow works in my further several tests.
Not really know what happed there, but PSM now works on both psm_version now.
