About TXD pin on an EG95JP

I am not getting any output from the TXD pin on my EG95JP. Is this a normal feature?
The firmware version is “EG95JPGAR08A07M1G”.

By the way, the voltages of the related pins are as follows:

RXD = 1.7V

TXD = 1.4V

VDD_EXT = 1.8V

These voltages are measured when the device is disconnected from the level shifter.
The level shifter supports 1.8V.
