RG500U: at+cops=? doesn't work without SIM

Scanning for available carriers requires a SIM card.
This example uses a SIM card protected by a PIN. If the card isn’t inserted or the PIN isn’t entered, scanning isn’t available and always returns error 3.

This functionality is expected to work without a SIM card, like all other modems.
