Difference in command execution when using a SIM card

Good morning,
I’m using a RM500QGLABR13A03M4G and I have discovered that executing an AT+QSCAN=3,3 command without a SIM takes around 70s to return a response. Nevertheless, inserting a SIM card increases the response time to 180s. Is this a normal behaviour?
