A SIM fails to register to the RAN if MT cannot speak 2G=GERAN?

I haven’t seen that PLMN code in my dumps. But, T-Mobile does mention 130062, which decodes as 310260.
The decoding algorithm actually comes from here, only I’m not a fan of Python.
